Crash Causes Delays On Hutchinson River Parkway In White Plains (Developing) A crash on the Hutchinson River Parkway in Westchester is causing traffic delays in the area.  The crash happened on the northbound ramp of the parkway from Exit 13A/B in White Plains, according to traffic data from 511NY.  Following the incident, traffic is delayed on a long stretch of the parkway in the area.
